Stephen Bowden

Consultant Solicitor

Stephen qualified in 1975 with Hampshire County Council and moved to Berkshire County Council where he engaged in planning and environmental work and represented the authority at numerous planning appeals. He joined Dutton Gregory in 1979 and became a partner in 1981. Stephen's expertise is in contentious and non-contentious town and country planning matters. He is one of the few recognised planning specialists in the region.He regularly gives seminars on developments in planning law to clients and professional contacts.

Stephen appears as advocate at public inquiries and at meetings of planning committees. He has represented local authorities, commercial and private clients.

He heads up the firm's public law work, including applications for Judicial Review and to the Lands Chamber within the Tribunals Service. He is a legal adviser to the Environmental Law Foundation.

Stephen sits as a fee-paid First-Tier Tribunal Judge on the Special Educational Needs and Disability Tribunal.

Stephen retired as a Partner on 30 April 2012 but continues in a Consultant capacity.
